cpanel - bulk edit to change all account cpanel theme/skins (to X3)

because other enduser account cpanel interface skins are no longer supported and are buggy,
we've decided to finally change to use X3.

Our tier 2 support folks tell us that there's no way to JUST change the skins.
Their approach is to change skin themes from by changing and applying Hosting package parameters. Hence manually assigned quotas like disk space will be restored to the package default value if we make the theme change using a strategy of rippling it via hosting packages.

Thus it seems like even tho we can change individual account quotas and other parameters, Cpanel is designed such that really one needs to have all possible combinations of parameters (disk quota increments, bandwith increments, # ftp accounts, # email accounts) enumerated as packages, and then change those definitions to effect a global edit like this skin theme change.

Surely there's a better way to change JUST the theme/skins for all accounts per server?

(p.s. i thought there used to be an explicit cpanel category in EE?)
