Is there a good tool to force pc's to update when they hit the network, both with AV and Microsoft Updates?  Also, same thing when they are coming in from a remote location?

Not unless they are members of the AD domain.
WSUS settings distribution via GPO.
Does your environment use the NLA service?

I dont believe so.  Would this improve this capability?  Also its 2008 domain.  
If the system is not a member of your domain such that you can control its settings using GPOs, and if you do not use NLA on your routers/switches/systems there is no way to force an external system to update through the simple action of its connection to your network.

I think the NLA will only prevent the non-compliant system from being able to access the network resources.
