We are using Google Apps as our email system and things are going well, but we have had the necessity to share Contact Groups with other users in the organization.  I can't find any way to do this.  Is there a way to do it?  Or is there a third-party program that can accomplish this?

We are using Google groups to do this.   You can setup the group to deliver every post by mail and not keep a digest, so it ends up working very similar to a regular distribution group.
If you just need to share lists of contacts between small groups of users (not everyone) sadly there is not a google solution.  There are 3rd party ones available.
