Visual Basic.NET 2010 pro: Charts in WPF Application Versus Charst in Windows Forms Application

I am really confused when it comes to WPF Applications and Windows Forms Applications for charting. WPF looks to need an active internet connection given all of the HTTP lines. I need an stand alone application with charts. All I get so far if for WPF applications not windows forms applications. Please help, I need to understand how to use charting in a windows forms application.

For WPF (Using .NET 3.5), you can use the Charts included in the WPF toolkit:
