Outlook 2010 - How To Change From Download Headers Only To Download Full Items

Need some expert assistance here. In Outlook 2010, how does one change the default mail download type. For some reason, my users are getting set to Download Headers and would like to change to Download Full Items but I can find no where in Outlook 2010 where this setting might be. Any assistance would be greatly appreciated.
