GAL of Exchg 2007 not update or download to Outlook 2010

I created a new user yesterday but it does not show in my GAL list when I click on "To" at the time of composing a new email, I tried to run "Update" in my Exchange Console but no help.

It looks like, it cannot be updated properly.

Then I delete all the *.oab in C:\Users\KaneW\AppData\Local\Microsoft\Outlook\Offline Address Books\xxxxxxxxxxxx-aaaa-bbbb-3333-aklkfskaljfjdkn folder, then it work.

How can I find out why the oab not updated properly?

In case you have created a user before the OAB update time it will not show up, the default time is 5am. But as you have mentioned updating the OAB didn't work might be because there is additional delay before the newly create user will appear in every outlook client OAB who is running in "cached mode", since outlook client itself has to download the OAB after they have been made available to CAS for distribution, I am not sure but the additional delay is of 8 hours. You can use outlook to download OAB, if you check the dropdown on send/receive button you will find the option to download OAB.
I will suggest you to try creating a new test user again and see if it appears in Address book after you download updated version via outlook client.

You need to update in EMC then restart msexchangeFDS service on the CAS server, then F9 or download OAB in Outlook or you can wait till 1PM the next day then restart Outlook and it should have an updated GAL automagically
