"there is no email program associated to perform the requested action"

We have a server that pops up the following message each time anybody logs into the server.  

"There is no email program associated to perform the requested action.  Please install an email program or, if one is already installed, create an association in the Default Programs control panel."

It's a Windows 2008 server.  It's never had Outlook or any other e-mail client installed on it. That is until I installed Windows Live Mail in an attempt to solve this.
There is one program in the startup folder but it has to do with an Apache server.

Thanks for any ideas.

Can you see in taskmanager which process is throwing the message? Do you also get the message when booting into safe mode?

The command throwing the message was cmd.exe.  It was from the login script running mapigen.exe.  Since there was no Outlook on the machine, mapigen couldn't create a mapi profile.
