OMA and ActiveSync not working

Hello folks,
I am stumped on why OMA and ActiveSync are not working on our 2003 Small Business Server.
1st. We do have service pack II installed.
2nd. We do have a valid cer from a third party = mail.rgvcouncil.org
3rd. Exchange works fine when people connect using Outlook via Exchange.
4th. Unable to configure pop email access.  Port is opened and service is enabled.  I can configure a client using pop but it wont sent a messages and always prompts me for a login and password.
5th. Mobile devices do connect but get error about server not supporting authentication.
6th.I used testexchangeconnectivity.com and received the following error.

 ExRCA is testing Exchange ActiveSync.  
  The Exchange ActiveSync test failed.
   Test Steps
   Attempting to resolve the host name mail.rgvcouncil.org in DNS.
  The host name resolved successfully.
   Additional Details
  IP addresses returned: 24.227.158.206
 
 Testing TCP port 443 on host mail.rgvcouncil.org to ensure it's listening and open.
  The port was opened successfully.
 Testing the SSL certificate to make sure it's valid.
  The certificate passed all validation requirements.
   Test Steps
   Validating the certificate name.
  The certificate name was validated successfully.
   Additional Details
  Host name mail.rgvcouncil.org was found in the Certificate Subject Common name.
 
 Validating certificate trust for Windows Mobile devices.
  The certificate is trusted and all certificates are present in the chain.
   Additional Details
  The certificate is trusted for Windows Mobile 5.0 and later versions. Root = OU=Equifax Secure Certificate Authority, O=Equifax, C=US
 
 Testing the certificate date to confirm the certificate is valid.
  Date validation passed. The certificate hasn't expired.
   Additional Details
  The certificate is valid. NotBefore = 11/9/2010 4:29:27 AM, NotAfter = 11/11/2011 3:45:10 PM
 
 
 
 Checking the IIS configuration for client certificate authentication.
  Client certificate authentication wasn't detected.
   Additional Details
  Accept/Require Client Certificates isn't configured.
 
 Testing HTTP Authentication Methods for URL https://mail.rgvcouncil.org/Microsoft-Server-Activesync/.
  The HTTP authentication methods are correct.
   Additional Details
  ExRCA found all expected authentication methods and no disallowed methods. Methods found: Basic
 
 An ActiveSync session is being attempted with the server.
  Errors were encountered while testing the Exchange ActiveSync session.
   Test Steps
   Attempting to send the OPTIONS command to the server.
  The OPTIONS response was successfully received and is valid.

 Attempting the FolderSync command on the Exchange ActiveSync session.
  The test of the FolderSync command failed.
   Additional Details
  An HTTP 403 forbidden response was received. The response appears to have come from Unknown. Body of the response: <body><h2>HTTP/1.1 403 Forbidden</h2></body>
 
 
 When I try to visit our OMA site we get this error.
Server Error in '/OMA' Application.
Runtime Error
Description: An application error occurred on the server. The current custom error settings for this application prevent the details of the application error from being viewed remotely (for security reasons). It could, however, be viewed by browsers running on the local server machine.

Details: To enable the details of this specific error message to be viewable on remote machines, please create a <customErrors> tag within a "web.config" configuration file located in the root directory of the current web application. This <customErrors> tag should then have its "mode" attribute set to "Off".

Please allow me to introduce you to my Exchange 2003 / Activesync article which should hopefully help you to check your IIS settings, tweak anything that is incorrect and then test connectivity and resolve any errors.
