What is Brocade fabric assist?

I am setting up a Brocade Silkworm 3200 switch and it has a tab for Fabric Assist.  I've done some research but just wanted some clarification on the specifics.  See excerpt below:

About Brocade QuickLoop Fabric Assist Mode
When a Brocade Zoning license is also purchased, Fabric Assist mode is also available. Fabric
Assist mode allows the configuration of a virtual private loop in which a private host can see and
access public or private targets anywhere on the fabric. Such a private loop is called Brocade
QuickLoop Fabric Assist mode zone.
Fabric Assist mode enables private hosts to access public or private targets anywhere on the fabric,
provided they are configured in the same Fabric Assist zone. A public target accessed by a private
host remains public, with full fabric functionality.
Fabric Assist mode requires that all switches in the fabric be updated to Fabric OS version 2.3 or
later.

1.  So, what defines public vs private?
2.  Can anyone give a practical example of a scenario using this?
3.  Is this somehow only related to Quickloop and AL?

That's not quite true, Fabric Assist was dropped years ago with version 4.something. As you have noted it's to do with Quickloop and arbitrated loop, not sonething one uses nowadays.
