my SBS server 2003's exchange server 's OWA always show 440 Login Timeout

My IIS is running. However my OWA shows login timeout right away.

Appreciate any help on this.

I am checking the "Step 2: Verify the permissions on folders and files in IIS Manager" and found out I am missing logon.asp file  in "usa".

Do I really need it? Where can I get that file?
