"Site collection policies" option missing under "Site Collection Administration" -  SharePoint 2010

Hello,
The "Site collection policies" option is missing under "Site Collection Administration".  Is there an feature that needs to be enabled that isn't out of the box?  (Screenshot attached)

Any advice would be greatly appreciated.

i believe you need full version of sharepoint 2010, not the free foundation version

Sorry for delay and thank you, Achilles.

We have the full verson of SharePoint 2010 server.  Not the free foundation version.
