Lock Icon Shows on WIndows 7 Folder

Can someone explain to me what the lock icon on a users folder means? I haven't seen this before. I also believe that it has something to the fact that that I can't make a network drive (User Home Folder) Available Offline.

I also have a profile on this machine and I can make MY home folder available offline. It has to come down to that lock icon in the picture. 500 points to the first Guru who comes up with the right answer!

Try changing the security permissions on this folder, give the group "Users" full access.

I am loathe to do this as this folder belongs to our CEO. I understand that security is most likely not compromised by this action AND, upon comparing her folder to my folder the permissions are equal. Neither folder shows the "Users" group in it yet I am able to make my files available Offline and I can't do that for her when signed in as her. We are both Administrators on the machine and additionally I am a Network Admin - just one not yet familiar with Windows 7!

Sorry - been away from the issue for a few days - back on Monday - AFTER The DMV. Wish me luck - on Friday the License System for all of Califonia was DOWN! (They need some good computer guys!)
