there are many ways to do what you're asking. One is the following:
   1. Download & install Mailstore Home from http://www.mailstore.com/en/mailstore-home.aspx
   2. Use Mailstore to open your Outlook.pst file
   3. Export to "File System" using the eml format
   4. (Export to a folder such as C:\temp\email)
   5. In Windows Live Mail use the Import Function
   6. Select "Windows Mail" format
   7. Select the folder that you used above as the location for the exported mail messages
