SharePoint Edit Control Block Error

I have moved a WSS 3.0 site to Foundation 2010.  When I click on the ECB to delete a file or edit it, I get the error "This item is no longer available.  It may have been deleted by another user.  Click 'OK' to refresh the page.". I did some searches and a Hotfix was recommended.  I have installed the hotfix, but the error persists.  Any suggestions?

I thought I'd write this up for anyone who has a request to create an anonymous whistle-blower-type submission form created using SharePoint 2010 (this would probably work the same for 2013). It's not 100% fool-proof but it's as close as you can get…
