Take a look at this article to see the order to stop the services.  The services are listed under option#2

net stop MSExchangeES
 net stop IMAP4Svc
 net stop POP3Svc
 net stop RESvc
 net stop MSExchangeSRS
 net stop MSExchangeMGMT
 net stop MSExchangeMTA
 net stop MSExchangeIS /Y
 net stop MSExchangeSA /Y

And to restart its I suppose it's the contrary?

That will work. Some service depend on the others do they will start them, then when the script tries to start the service it will already be started and move on to the next one. I do not have access to my test lab right now but can verify the exact order later if you want.

The reverse order will work as well. Just tested it in my lab and all were started.
