Hi, I am not a .NET / C# guy but you seem to have at least two options:

a native .NET data provider:
http://pgfoundry.org/projects/npgsql

it says it works for 7.x and 8.x, i am sure it will work as well for 9.x


and naturally you can use odbc to connect to postgresql:
here is a howto use postgresql and C# with odbc:
http://psqlodbc.projects.postgresql.org/howto-csharp.html

here are the odbc drivers for windows:
http://www.postgresql.org/ftp/odbc/versions/msi/
