How to read and alter geotags on images with Visual Basic 2008/2010 or PHP?

I cannot seem to locate any code that shows me how to read and alter (or delete) getagging information using Visual Basic (2008 or 2010 is fine) or PHP.

I would be very grateful for any code that you could point  to that shows how this can be done.
