Bulk Administration
  Users -- Reset Password/PIN
Find the users you want (blank search means all users)
    [Next ]
[ ] User Must Change at next Login
   [x] Does not expire
Select the appropriate Authentication Rule (Default Credential Policy?)

Make sure you check the default policy
 User Management
  Credential Policy Default Configuration
[ ] User Must Change at Next Login

wow that is perfect! thank you!  Is there anyway to do it without having to update everyone's PIN at the same time?  it seems to require a new pin..
