Is there a way to determine when a patch was approved for installation in WSUS?  Thanks.

No, you can only view the Release date.

This information is recorded in the %ProgramFiles%\Update Services\Logfiles\Change.log.

It's also accessible through WSUS API calls. See the WSUS SDK for more information on using the API.
