DDI Fax

We are going to setup DDI fax for all staff at Hong Kong office.
Requirements:
1, Every staff have a fax number.
2, Can use outlook to receive/send local & oversea fax, printing to send fax.
3, No need to use PBX.

As i know, one DDI line included many fax numbers, is it possible to do it by using 2008 R2 server with two modem cards.
Please kindly advise, thank you.

For FAX to Email, every staff will have a different DID number. Your PSTN connection needs to accept called number (DID). This is possible only with PRI or BRI voice interfaces. An analog (FXO) voice or modem card cannot receive the called number, because analog PSTN lines have only a single DID. A PRI or BRI can have hundreds of DID numbers assigned.
