I would like to use the following property rs:ClearSession =true  as discussed on

http://msdn.microsoft.com/en-us/library/ms153610(v=SQL.90).aspx

I don't know where to go to change the setting? Is it somewhere in BIDS?

Go to Reportserver (usually link below)

http://ServerName/ReportServer

Find your report and click it and the end of the reprot add &rs:ClearSession=true

eg.:
http://servername/ReportServer/Pages/ReportViewer.aspx?%2fFolderName%2fSubForlder%2fReportName&rs:Command=Render&rs:ClearSession=true

How can I set the report up so that It always uses these properties.

Hi

If you use reportmanager then I don't think there is option to do that using it but maybe there is something in config SSRS files, if that works you still need access to files on production and there are global settings so not everyone might like that.

If you jump to another report you might be able to use URL and add this option.
