The handle is invalid, running a program from temporary internet files

Hello this issues seems to be popping up more and more.  The latest one on  a fresh install of windows xp.  In this situation i have tried to install adobe flash player on a computer by using manual download method.  I hit open instead of save on the ie download and i get a message that says "The Handle is Invalid"  with the location of the exe in the temporary internet files.  This has happned on different programs lately so i know it isn't just related to flash.  Thanks for your help.

Which antivirus you use? Symantec? if yes. i

In symantec endpoint protection manager console----------Policies-----------Application and Device Control.Select the policy and click Edit Policy.Go to Application Control and configure it from there

If not turn your antivirus off
