You can move it in an event such as button click. I have tried the following and it was OK:

Procedure TForm1.IWMoveLeftButtonClick(Sender :TObject);
begin
  IWRegion1.left := IWRegion1.left + 5;
end;

If you want to move it only once you can create a flag and set it once the event is called then hide the button.

var
   flag : Boolean = false;

Procedure TForm1.IWMoveLeftButtonClick(Sender :TObject);
begin
  if not flag then
    begin
      IWRegion1.left := IWRegion1.left + 5;
      IWMoveLeftButton.hide;
    end;
end;
