How do I get Dell Vostro 1250 to recognize and charge battery?

I have tried 3 different replacement batteries for my Dell Vostro 1520.  
The message is the same - it does not recognize the battery and cannot charge it.

I have plugged and unplugged, updated my bios... When the battery arrived it did recognize it
while it had the orginal charge, but then stopped once it ran out. I can no longer us it.  

This is a geniune Dell replacement battery and all numbers on the back match the original battery.

Well it could be 1 of 2 things. First it could be a failing ac adapter that's only putting out enough to run the system and not charge the battery. If this is the cause the system will charge when off and you'll usually get an error during startup about the adapter being the wrong type. Second is the charging curcuit on the motherboard has failed, to fix this requires replacing the motherboard.
