Outlook 2007 and 2010 Meeting Requests coming through as text

We host mail for several customers and one in particular is having issues receiving some of thier meeting requests in a plain text email.  Have verified that the mail format is set to html and that antivirus software is turned off.  I also checked with our POP mail server vendor(Icewarp) and they said that they do not strip anything off of the email.  Here is a email header from one of the problem emails, any help or suggestions would be greatly appreciated.

did you compare the headers with some from another customer?
Where are the differences between them?
