Bitlocker in AD

When I am running command "manage-bde -on C: -RecoveryPassword" at the elevated command prompt,I receive error message "An attempt to access a required resource was denied.Check that you have administrative rights on the computer"

Drive did not have separate active system partition on the operating system drive
Once I ran bdehcfg -target c: shrink -size 500,partition was created and command ran successfully
