Mapping Software with Radius from Center Point

I need help find a solution to a geographical mapping problem.

I need to be able to draw a 30 mile and 60 mile radius around a particular reference point. There may be many reference points for a particular county, each with its own radius. Then, the 30 mile radius for all points must be merged into a union. Same applies to the 60 mile radius. I have attached a sample for reference. Any ideas? 1.pdf

I guess you want to do this with a computer program, right? Do you have a particular programming language in mind?

Also, which reference surface and map projection are you using and what accuracy do you need?

A see a number of possible problems, but I'm unsure which of those you actually need help with.

- Find out the transformed coordinates on the 30 and 60 mile circles
- Find out the projected coordinates on the 30 and 60 mile circles.
- Merging the circles
- Drawing the merged geometry
- ...

I have attached a sample file from MapPoint that meets our requirements. The only modification that I need to do is have the radius circles join as a single radius; basically a union of both radii. Can this be done, maybe through a VB script or COM add-in? MapPoint Sample
