Exchange 2003 - Meeting invites are delivered to people who had not been invited

We have an Exchange 2003 environment with Outlook 2010 installed on the client machines. When sending meeting invites to 1-3 users, everyone in the office / OU receives the invite. I have checked the delegation on the senders Outlook and nothing is specified. Any other ideas?

how about delegates on the receiver side (outlook)
and delegates, copy to in the exchange side?

we had the same issue - one of the executives had a distribution list in his local delegate list
