1. Is there any way can we publish spark access to the Openfire server via ISA 2006 to access from the public world.  (Only selected group of users required this access)

2. Is there any way can we publish spark web URL via ISA 2006 to public world. (Only selected group of users required this access)

3. When i am accessing spark web (from internaly), i am getting Error Initialising external mouse wheel support: Security error: Error : 2060. Can you pls let me know how to correct this issue?

I have no idea what Spark and Open Fire are.

But if it is using HTTP or HTTPS then you use a Web Server Publishing Rule.

If the products cann't deal properly with the complexity of such a Publishing Rule then you can try using a Non-Web Server Publishing Rule with the same Protocols.
