Set your laptop to a static ip of 10.90.90.91 gateway 10.90.90.90 then retry

the connecting machine and the device, in this instance the DLink, need to be on the same ip range so they can "see" each other.

so i need to have a static ip set on my laptop to be able to setup the switch.

It depends, you can change the ip address of the switch when you are logged into the web interface so it is on your network so you can then browse to it directly e.g. if your network is 192.168.1.0 - 192.168.1.254 and the switch is configured as 192.168.1.1

for example one of our switches came with the ip address 192.168.100.254 however our network is 10.0.0.x so i changed the address and now the switch is on 10.0.0.254
