Time of Day Stopped error code on Dell Inspirion

My Dell Inspirion 1750 laptop has an error code reading "Time Of Day Stopped" and wont do anything.  The power cord was damaged and replaced.  It seems to be recharging the battery but I ordered a new one in case that is the problem.  I believe the CMOS battery needs to be replaced???  I can see it on the motherboard, but i am not sure how to get to it.

if replacing the bios battery does not help; try this :
remove AC cord and Battery
hold power button for 20 sec
reconnect and retest
