Windows batch script to check if Oracle services have been  restarted

Hi experts,

I' m using Oracle 11G on Windows 98.  I need  several scripts to check  the Oracle Services on Windows.  My Oracle SID is ORCL and when  the Oracle  services are restarted  I want to be informed  with a message like ' OracleServiceORCL' s been started at time 17:00'  for instance.
The names of the services are ;
OracleServiceORCL, Oracle.jobSchedulerORCL, OracleORCLTNSListener and
Oracle ORCL VSS Writer Service.  

The message can be inserted into a variable.  I' ll link it with an e-mail script.

Yes,  In this script  I want to be informed when services are restarted.  But the link you sent is  about the script to check the services of which status is  stopped.
