Offline File Sync on Server 2008 doesn't sync entire web.config file

We have a 3 server cluster running NLB.  Each server points to a shared configuration file and a shared Virtual directory for an application that is running inside IIS7.
Each folder (configuration and virtual directory) is configured to use Offline File sync to prevent IIS from failing if a network outage occurs.

This morning, our application team pointed us to an error on the 3rd server in the cluster.  It has been determined that the web.config file that the 3rd server points to had the last 4 lines of the web.config file chopped off.  

We tired to run a re-sync multiple times and the file woudl NOT update to what was actually on the remote unc path.  The final fix was to delete the file from the share via the 3rd server and paste the complete version of the file back into the UNC path from server 3.

1. what the ## would cause this to occur
2. how can I prevent this issue in the future?
