Waiting to update folder in outlook exchange 2008

I've got a few users that cannot update their inbox while using caced ode. They are on slow connections downloading via headers. it only says "waiting to update this folder" but never updates.

Is the connection via VPN or autodiscovery?

The sych log says this even though it is connected

8:02:38 Error synchronizing folder
8:02:38              [80040115-514-4D3-421]
8:02:38              Network problems are preventing connection to the Microsoft Exchange Server computer.

If you turn off cached mode can they see their mail? If so it may be a corupted ost file, delete the ost and turn cached mode back on and it will create a new one.
