sql latch wait time is high

Hi.
The latch wait time (ms) on my production sql 2008R2 server is pretty high, it is up to 189620ms and stay with this valu solid.  User connections are hung and apps get disconnected. Is anyone experience this type of error in SQL ???? How to resolve this issue if there is any ????
Any suggestion would be very helpful.

it usually bottlenecks with io or memory.
have you checked average read time and averaage write time
also check total server memory and target server memory.
