Certificate Template Problem, Templates Not Listed

I am trying to add a certificate template into our SBS2008 box to use for wifi peap authentication and following the Microsoft guide i duplicated the rras template but when i try and add this template in our root ca it is not listed as per the screen shot could someone tell me what i am missing.

right-click Certificate Templates folder in the CA console - new - Certificate Template to Issue... - then select the desired template from the list.
Afterwards you may need to wait for AD replication before it shows up for the client - usually within 15 minutes.

the Certificate Templates MMC is the listing of templates stored in AD, the listing in the folder of the CA console is what templates are issued to that specific CA.
