Distribution groups ( Add member, manager.. )

We got a problem with distribution groups. Our users are unable to add members in distribution groups. They get a message stating that they don't have the right security permissions. As far as i can see, the permisions are right, they got full rights on security, and are "owners" of the object.

I tried to change to security groups, but then i lost all securityu permissions on the object..

which version of Exchange it is

It's exchange 2010 in a mixed enviroment with exchange 2003.
