Crystal installer stuck in a loop

I recently installed Crystal Reports XL (Rel 1) on my Vista machine and upgraded it to Rel 2, then applied all service packs up to SP6.  Now every time I launch my CRM program or rpt Inspector that have any hook to Crystal the Crystal installer loops anywhere from 4 to 8 times.  The dialog box title says "Crystal Reports XL Release 2"  and the message says "Please wait while Windows configures Crystal Reports XL Release 2".  Occasionally a command prompt open with the title "c:\program files\business objects\jsdk1.4.2_08\bin\java.exe"

I have removed and reinstalled Java, I attempted to repair CR SP6, but that wasn't an option so I removed SP6.  Same problem.  Sometimes the looping ends after 5 or so minutes, other times I have walked away from the computer for 20  minutes only to find it still looping when I returned.

One time it actually finished whatever it was doing with a "Restart Required" message.  Thought I'd finally seen the end of it, but as soon as the computer restarted and I launched my CRM program, the looping began again.  Most times I have to use Task Manager to kill it.

My plan is to totally uninstall CR XL and see how the computer behaves.  I really need to modify two of my reports so I am looking for suggestions before I rip it all off and start from scratch.

Is this on the development machine or are you installing to a client?

It was on the development system.  By midday the second day my frustration was so high that I uninstalled all of the service packs and then XL Rel 2.   Rebooted a couple of times then doenloaded and installed 2008.  Had some problems with the installer.  It would stop I/2 bar short of completing the install, but after the removing backup files messaged cleared.  

On the third attemp I left the stalled installer on the screen and actually launched CR 2008.  I was able to get in and turn off the auto updater.  I then rebooted and launched CR 2008 again, downloaded the update and let it run from within the application.  That failed, so I downloaded the updater and saved it to the local. Rebooted again and then ran the update.  That seemed to do the trick.  I could then modify my reports and make changes as necessary.

Certainly one of the strangest updates I have in a very long time.
