Sharepoint 2010 launch code when any item in a doc set is changed

I need to create either a workflow or even receiver when any item in a doc set is changed.

Also, what is the difference between a workflow and an event receiver?

Ideally you can invoke both the event receiver or a workflow when an item in a document set is modified.
However, if you need to perform a sequence of activities which simulates a workflow scenario, then in those cases an event receiver might not be very useful. on the other hand, if you are going to perform only a single activity or activities that can be completed directly, an event receiver works fine.

As regrading the difference between the event receiver and the workflow, though there are a lot of differences in both of them both fundamentally and functionally, the major difference that should be evaluated from your perspective is that an event receiver will be fired for all the scenarios of an event type like ItemUpdated whereas the workflow will be fired when a specific item changes in a list.
