special characters asp mySQL problems

WINDOWS server. For some reason, my site which worked fine in a shared hosting environment now has problems with special characters showing up strange.  They are stored in the database correctly (i.e., can be viewed correctly within the db).  In some places of the site, such as textboxes, the characters appear fine, but the same text appears differently as text on a dynamically driven page.   Any advice on what it may be?  The main differences, as far as I can tell, is that one is mySQL 4.x (shared) and the other is mySQL 5.x.

CPU INTEL Pentium III (Katmai) EM64T Family 6 Model 23 Stepping 10 ~2826MHz

It ended up being some conflict with js files.
