Windows versions after XP (or maybe it was 2000) created a method referred to as "Side By Side" (SxS) to keep different versions of DLL files, etc separate so that different software being run simultaneously and requiring different versions of the same DLL name would not clash.

Your error indicates that the installer package is looking for a 32-bit version 9.0.21022.8 Visual C Runtime DLL (VC90.CRT.DLL). in a sub-folder of %SystemRoot%\WinSxS

I believe that the following blog page:
http://winserverteam.org.uk/blogs/mark/archive/2008/08/18/incorrect-side-by-side-configuration-caused-by-missing-runtime-libraries.aspx
and the writer's findings in the 2nd last paragraph, probably explain the issue.  Even on a 64-bit system apparently some softwatre may still require that the 32-bit (x86) Visual C version 9 Runtime is installed.

This page has links to the downloadable runtimes:
http://social.msdn.microsoft.com/Forums/en-US/vcgeneral/thread/867cf808-bf1f-4f4a-bde1-cd75d92d73ad

Hope this helps.
