is Qualcomm 8250B cpu an ARM based processor?  Can ARM based software be installed into Qualcomm 8250B cpu based smartphone?

The Qualcomm 82559B is the first generation of the Qualcomm Snapdragon Mobile processors. It is indeed an ARM11 Processor. A good overview of its capability is here http://developer.qualcomm.com/dev/chips/qsd8x50-chipset-family

So in answer to your second question software compiled for an arm processor and final platform should be able to be run on it.
