In VS2010, select Tools > Options > Environment > Startup and then change the at startup option to "load last loaded solution"

I am starting by double clicking the xxx.sln file not by starting Visual Studio itself.
So the startup option "load last loaded solution" is not appropriate.

I have just found that deleting the .suo file for the project suddenly restores the ability to remember what files were opened. Don't know why VS couldn't fix the problem without my deleting .suo but that does seem to fix things.
