Can not select Remote access dial-in in 2008 R2

We are going to setup 2008 R2 VPN server in 2008 AD environment.
However, i can not enable Allow Dial-in option in the Remote Access tab of AD user account properties page. Each time i selected it and click OK, it will roll back to NPS options.
Any idea how can i fix it?

Well it seems strange because even if you have the NPS network policies with "Ignore user account dial-in properties" option checked this would not have any effect on the "dial-in" tab selections.
This is happening when you modify the "Dial-In" tab in "Active Directory Users and Computers" console from the "DC console" or using another administrative ways (Powershell scripts or anything else)?...

I give up use Remote access dial-in and shift to NPS.

Thank you for the points (even were not necesary especially when your problem is not solved) but you did a better choice, because NPS can provide more options for VPN access.
