Outlook 2007 Automatic Download GPO

Outlook 2007; Windows 2003 AD

HTML emails not auto-downloading pics from internet emails.  I'd like to remove the checked "Don't download pictures automatically in HTML e-mail messages or RSS items" but the option is grayed out.  Where in the GPO may I find this entry and disable it so users don't have to manually download?

I believe it is here in GPO:

User Configuration\Administrative Templates\Microsoft Outlook 2007\Security, click Automatic Picture Download Settings

For some reason we have this chosen but it still does not work. The GPO is being applied but still not working. Anyone have problems getting it to work?
