photo poll software recommendations

I have a website that I want to add a photo polling section.

What would be the best ?   I am not using wordpress or anything like that is is a simple HTML site that I can install anything on php, etc

I don't want links to other pages I want a quick overview

A quick overview:

1. Each photographer needs to be a "member" of the site, with an authenticated login.
2. Each photographer who uploads a photo gets to provide a brief caption.
3. When a photo is uploaded, you generate a unique name for it, perhaps a combination of the photographer's id and the current DATETIME.
4. A data base is used to connect the names of the photo files on your server to the photographer's profile, etc.
5. After a photo is uploaded, an email is sent to the administrator giving a link to the photo and caption.
6. The administrator can approve or reject the photo, and can change the caption - this information is kept in the data base.
7. After a photo is approved, it becomes visible on the web site and can receive votes
8. Clients who vote might or might not be required to be logged in.
9. Each vote, up or down, is recorded in a table that connects votes to photos
10. The photo score consists of (a) how many votes it has received, (b) how many "up" votes, (c) how many "down" votes.

You can add layers of greater detail on top of this design, such as being able to tag photos by keywords (either the admin or the community) and select photos by topic or by photographer name or by most-recently-added.

I'm fairly sure there is a Joomla extension for this.  Don't know of a standalone version.
