Best gedgets or widgets to use

Hi,
I am working on a dashboards home page. My idea is to have some gadgets or widgets (whats exactly is the difference :/) to display the dashboards.
I have seen some gadgets where you can move them around the page i.e change the positions such that the other will replace it - same as iphone icons :)
The first one I am sure is possible but my idea is to have a menu bar from which you can drag and drop itams (not on the page itself but in the gadgets displayed on the page - assuming that each gadget is a page itself and it should be able to pick up if I drop a url/link in it)

Idea is to provide users with customizable front page. Where they can select the desired dashboars (either from the menu - drag/drop or what I have seen before i.e go to edit page select and have it displayed) and be able to set is as a default page.

Is there an existing framework or plugin I can use otherwise please guide to a helpful tutorial (I have seen many but not sure if would be ideal for me or which would actually support what I am trying to do)?

I was thinking if I could get the code for the exact example that you pasted earlier.
It would be much quicker :)
I may not even have to design the panels, just alter it a little according to the requirements if it comes with css ;)

I get to see the rest but not this one particular portal/portal.html
Is it the access issue? Or does it only come with full download?
