Outlook 2010 crashes on exit

A machine has Office 2010 which runs fine
However when the user closes outlook it does a send & receive then sits at
Microsoft Outlook has stopped working. Click close the programme

I've disabled the addins, ran in safe mode but it makes no difference.
If I do a  manual send & receive that works fine too, however If I change
outlook to not do a send & receive on exit and close then error message again.

Seems it's as soon as I close outlook.

Any ideas how to troubleshoot

It's a new machine with very little in it just now
Created new profile also which made no difference.
Event viwere doesnt help much.
It's like it' have difficult removeing the inactive icon from the system tray.

Argh! Group policy was the issue
I went through the policy re-enabling and changing the settings.
Quick Steps Gallery was set to be disabled
Changed it to not configured, and Outlook behaves

Microsoft, you truly are a pain in the butt. Hours wasted to figure this out.
