Exchange 2010 Resource Booking Attendant only working for Administrators

ok, very strange but I'm sure simple problem, I'm just brain-locked. I've set up conference rooms and resource mailboxes all set to Auto-Accept with the Resource Booking Attendant. When someone with admin rights to the Exchange server sets up a meeting request everything works fine, but with a regular user, they get no response... the meeting is not automatically accepted. I'm sure it's a simple rights or delegation issue, I just can't seem to figure it out.
