Why would you want to use Entlib for this?

By default .NET has support for putting the appsettings in a different config file. Have a look at this url: http://stackoverflow.com/questions/1799413/appsettings-on-a-different-config-file-not-being-updated

Web.config/App.config:
<appSettings configSource="Settings.config"/>

Open in new window

Config file:
<?xml version="1.0" encoding="utf-8" ?>
<appSettings>
<add key="Application1" value="MyApplication1" />
<add key="Setting1" value="MySetting" />
</appSettings>
